VAT-exempt EU territories

International calculations get the edge cases right, not just the national rate.

Some territories inside EU countries sit outside the VAT system entirely. Helgoland, a small German archipelago in the North Sea, has been tax-free for more than 200 years. Zamp now calculates zero VAT for it.

Zamp also added support for the other common exceptions: Busingen (a German town surrounded by Switzerland), the Canary Islands, Ceuta, Melilla, and the French overseas territories. Each is matched by country and postal code.
