Line item level resale exemptions

No need to split orders, and shipping tax is distributed correctly across the whole order.

Resale exemptions used to apply to a whole transaction. If an order mixed resale and taxable items, the only option was to split it into separate transactions, which broke the math for distributing shipping tax.

Now individual line items can be tagged with a resale product tax code. Resale items are exempt, taxable items are taxed, and the order stays together so shipping is allocated correctly across every item.
