New York mixed taxability shipping

New York orders follow New York's rule, even when most of the cart is exempt.

New York has a specific rule: if any item in a shipment is taxable, the entire shipping charge is taxable, no matter how many exempt items are in the order. Most states split shipping proportionally. New York does not.
