Fewer approval notifications for partners who want to fully trust Zamp with filing.

Partners can now turn on automatic approval of filings for their clients. The setting is off by default and lives on the partner details page.

It was requested by partners who receive a high volume of approval notifications and prefer to fully trust Zamp with filing.
